Assistance in the development of infrastructure by adoption of a new management model and attraction of extra-budgetary finance on the basis of PPP mechanisms is a priority task for the Center.

In 2010 the Center and the Ministry of Regional Development of the Russian Federation jointly devised a new model for coordination of regional development. The goal of the model is to support the regions in structuring and determining priority infrastructure projects and in attraction of extra-budgetary financing for their implementation. Regional PPP Development Centers are being established within the framework of the model.

Coordination between regional authorities, municipalities and the Center within the framework enables regional governments of the Russian Federation to acquire additional competencies and act as a “qualified client”, to determine priority infrastructure projects and to estimate opportunities of attraction of extra-budgetary resources, to choose consultants, to provide coordination and supervise activities of all agents involved in the PPP project.

The competences of the Center are implemented in four directions:

- To plan and prepare implementation of the project;

- To provide information support for project implementation;

- To prepare the project for consideration by potential investors;

- To organize and hold tenders in order to select private partners and sign investment agreements.

The works in the aforementioned directions are conducted consecutively or concurrently – depending on the organizational stage of the implementation processes:

- Stage 1 – preparation to start a tender;

- Stage 2 – from tender announcement to preliminary qualification;

- Stage 3 – from announcement of the participants before the announcement of the winner of the tender;

- Stage 4 – negotiations with the winner of the tender before signing/coming into force of the PPP agreement;

PPP Development Center provides a unique basis on which the key players of the Russian PPP market can join efforts. The Center partners with:

- Federal executive authorities;

- Financial institutions;

- Legal companies;

- Technical consultants;

- Financial consultants;

- Institutions of development;

- Public organizations;

- Educational and scientific organizations.

In August 2011 PPP Development Center will take part in preparation of 29 projects in 15 regions of Russia. The projects are totally worth over 5.3 billion USD.

At the present moment the Center supports 29 PPP objects with the total amount of financing of more than 5.3 billion USD. 

Priority project areas are: 

- Heat and power engineering;

- Energy saving and efficiency;

- Construction of social infrastructure (kindergartens, schools, medical centres, sports centres);

- Public utilities;

- Industrial and municipal waste treatment.
